許多歐盟官員和外交人士私下也持同樣看法。外界多認為，擁有歐盟成員國身分對英國最有利的一點，是可以不受限制提供金融服務。英國一旦失成員國身分，就算其歐洲夥伴們願意讓英國保留這一好處，也會要它付出較高的代價。

英國現為歐盟成員國，歐盟金融通行證允許在英國的銀行和金融公司依據單一一套法規，以較低的成本在其它歐盟成員國推展業務。這就像進入一個「金融申根區」，在倫敦的銀行，包括許多美國和非歐洲金融機構，只要向英國監管部門報備，就可在歐盟各國設立分行。

























法國財政部長薩潘（Michel Sapin）於公投之前接受路透訪問時表示，英國的公投若選擇脫歐，將不再擁有金融通行證，否則就要透過許多協商和讓步，才能取得通行證。



哪間銀行信貸利率低







在英國的許多銀行和投資公司憂心忡忡，英國退出歐盟，它們將無法再享受歐盟金融通行證的好處，必須面對類似非歐盟企業所受的限制，而倫敦的金融中心地位也可能動搖。
